6:39 p.M.Phoenix, Ariz., July 4, 1917.

Secretary Wilson has mediators in disturbed mining districts, have informed them of my willingness to cooperate and aid all in my power to settle trouble. Am I to receive any further authorization from yourself or Secretary Wilson. Would suggest that conference between mine operators and employees be arranged so that there would be no stoppage of work during period of the war.
