My dear Mr. President

The attached papers present in graphic form the study so far made by the Council of National Defense for the reorganization of the committees. The first paper is the proposed plan. The relations are indicated by the diagram.
The plan contemplates an immediate subordination of all committees to the Council of National Defense, with the Advisory Commission acting in a purely advisory capacity. The main committees of the Council are immediately subordinated to it. The War Industries Board would be what is now the General Munitions Board. It would consist of a civilian chairman, with Army and Navy representatives, and the proposed purchasing agent of the Allies, with such additions to its membership as might be appropriate for the consideration of special subjects. For instance, if a transportation subject were under consideration, the Chairman of the Transportation Committee would sit with the War Industries Board as a member.
This plan contemplates the appointment of a chairman of the War Industries Board, a chief of raw materials, a chief of priority, a chief of finished materials, and a puchasing agent of Allies. When this number of official representatives of the Government shall have been appointed all subordinate committees report to them in the manner indicated in the diagram.
The other charts indicate the organizations maintained in France, England and Germany, and the last diagram indicates roughly the present organization of our own general government as at present organized.
These charts and this explanatory note are sent in order that you may give the scheme proposed a glance before the cabinet meeting on Friday, if it is convenient.Secretary of War.The President,The White House.
