My dear Mr. President

My object in wishing to see you was to explain to you the desirability of having Mr. Felix Frankfurter accompany me. When I asked for the appointment Justice Brandeis was somewhat opposed to it. He is now quite reconciled to it but wants an opportunity to discuss the matter with you for a few minutes. He wants you to decide whether this commission is more important than the services that Frankfurter can render in the War Department. I hope you can grant him an early interview so as to settle the matter and give Frankfurter a chance to prepare himself. Our intention is to leave on June 16th on the Spanish steamer.Captain Williams, who is Military Attache in Constantinople, has just returned and brought me the following message from Enver:

I think this is quite significant.
