Dear Mr. President

At the request of Mr. House I am sending you a copy of a letter which he has recently received from Mr. W. H. Buckler of the American Embassy in London. It is a very pessimistic letter in regard to the submarine situation.
With assurances of respect, etc., I am, my dear Mr. President,

Faithfully yours,
William Phillips

The President,
The White House.
