My dear Mr. Secretary

Section 2 of the Joint Resolution recently passed authorizing me to take over to the United States the possession and title of the German merchant vessels now in American waters provides that the Secretary of the Navy shall appoint, subject to my approval, a board of survey for the purpose of assessing the apparent present value of these vessels.
I would very much appreciate it if you could make early arrangements to have this done.
