My dear Mr. Munn:

It is difficulty to answer your favor of the 18th in the absence of an act governing “trading with the enemy”. I am informed that such a bill is now in course of preparation and its passage would greatly clarify the situation. Meanwhile I can only say that from a business standpoint a policy of caution respecting business with German concerns would seem wise. Further than this, until Congress shall act, I can not advise you.
