My dear Mr. President

The enclosed report from the Commissioner of Navigation in connection with the German merchant vessels in our harbors contains such elements as seem to me at least now important and I think the facts should be before you. Copies have been given to the Secretaries of the Treasury, War, Navy and Labor and to the Attorney General.
