My dear General Goethals:

Thank you for your letter of April nineteenth. Its frankness I greatly appreciate.
I am heartily glad you have undertaken the superintendence of the very important work which the Shipping Board is attempting and I have every confidence that the utmost will be made out of it under your superintendence that can be made in the circumstances. I had the pleasure of learning something more of your views the other day through our common friend, Colonel House.
