My dear Senator

Thank you for your letter of April eleventh and its enclosure. I think you will find that the bill which has been drafted by the War Department contains substantially the provision you yourself urge with so much reason, namely, enlistment during the war or emergency. It is a question I have several times discussed with the Secretary of War and I am sure that he, like myself, realizes the importance of the idea you urge.P.
S. I have been distressed to hear that you were not well. I hope that you will take care of yourself.
