My dear Miss Irwin

Your telegram of March thirtieth came to my notice only after I had addressed Congress. It disturbs me very much that you should have found the sentiment as you represent it. I need not assure you I would not have come to the conclusion I stated last evening to the Congress if there had seemed to me any way of escape in the circumstances as I unhappily know them.
