Two thirty-eight August 19, 5 P.M. Left London twentieth received today garbled. Civilian population of Archangel city now eighty-thousand; in Archangel province formerly ten thousand but the government asking about nine months supplies for six hundred thirty thousand persons counting children as halves this includes portions of Vologda and Viatka provinces. Government admits having fourteen days supply of flour for city only, nine for the remainder province; thirty days supply sugar, rice, tea. Estimated needs for six hundred thirty thousand October to June both inclusive forty thousand tons flour, forty three hundred tons sugar, thirty-five hundred tons rice, two hundred tons tea. Salt fish from Norway been important item heretofore and government now attempting purchase eighteen thousand tons but complications arising which I may cable later. Monthly rations tea ounces five, flour pounds fifteen, rice two, sugar one and three quarters.
Plan is not to give food to those able to pay therefor in money or produce such as meat (?) vegetables, butter, eggs but to permit no starvation. Where is vessel with four thousand tons for Archangel mentioned your unnumbered July 30, 3 P.M. through American Consul here?
