Now that the Victory Liberty Loan Campaign has been brought to a successful conclusion, I want to tell you how much the Treasury Department appreciates the cordial co-operation which it has received from you during the past two years. In that period, the Treasury has been confronted with financial problems of a magnitude never before conceived, and to the successful solution of these questions you have contributed in very large measure.You have relieved me personally of a large part of the responsibility and burden attached to this office, and have made an almost impossible task possible. I wish to assure you of my deepest appreciation and heartiest good wishes for your health and hapiness.With warm regard, I am,
