WASHINGTON
Dear Mr. Jay:
I received your letter of February 18th about the conversion of the 4% bonds. I think that in view of the fact that temporary bonds will soon have to be exchanged for definitive bonds with all coupons attached, that would be the time to reach any negligent bond holders if Congress acts upon the Treasury’s suggestion to extend the conversion period.
