THEODORE E. BURTON.

My dear Mr. Strong:
Your telegram reached me on Saturday. I regret that you cannot be here, but I fear you would hardly be doing justice to yourself in spending any very considerable amount of time at Washington. No doubt you have already felt the strain of the pressure and long hours which you were compelled to give to the subject when here.
Mr. Bailey and Mr. Kent are exceedingly helpful and are giving all their time to the question. I should be glad if you could come and possibly circumstances may arise so that I shall really feel it necessary that you be here, in which case I will write or telegraph you.
The fact is no one knows when this bill will come up. Last Friday evening at 10:45, Senator Owen sought to bring it before the Senate and have action taken upon it. The prospect for a careful discussion is not at all good.
I hope you are very well.
