NOTE

As to the inclosed document on which the President wishes some advice, my feeling is that the whole increased production both here and in France, from the aspects that this gentleman advances, is a problem of labor; that both ourselves and the French will have all of the land planted during the forthcoming year; that we will have the labor to handle it, and that there is but little room for expansion beyond the more intensive effort of the population already located upon the land.

It seems to me that if a large corporation of this kind were injected into a given locality, it could probably only increase cultivation by virtue of drawing labor from some other locality of importance.

Also, I am doubtful whether Mr. Burbanks possesses the qualifications to manage such a concern, but this is merely a personal opinion. He has, no doubt, the personal qualities, but not so much on the line of a financial manager.
