Dear Mr. Shaw:

I am sending you herewith copies of cables exchanged between Secretary of State LansingRobert Lansing and Admiral Knapp, relative to the Convention on International Air Navigation. It appears that about four weeks ago, at a session of the Council of Five, this subject was brought up, and Mr. LansingRobert Lansing, who was then attending the mMeetings, stated that he would be in a position to take up the matter in about three weeks. However, you will see that a cable from Mr. Lansing, under date of June 30th, indicates that the American Delegation is not yet in a position to discuss this matter in the Council of Five.When I last talked with Admiral Knapp on the subject, he stated that he suspected that it would come up for discussion at most any time, but that he had told his colleagues on the Aeronatacutical Commission it would very likely have to be postponed. for some time.If you have not already talked to Admiral Knapp on this subject, I would suggest that you see him some time. soon.
