URGENT. I have just learned that Carranza believes Washington is not sincere in its declared intention of allowing importation of arms. He strongly suspects he is being played off ahgainst Huerta. Cabinet is not in session. Failure to satidsfy Constitutionalists’ expectations now would cause profound resentment.<
