Referring to your last sentence of your telegram of Sep. 19, 5 pm. The Minister for Foreign Affairs informs me that thk4he President is willing.
Subject to your approval will send the following: “Mr. Minister: The Government and the people of the United States sincerely regret that anything should have ever occurred to mar, in any way whatsoever, the close and traditional friendship which so long existed between the United States and the Republic of Colombia, and my Government, earnestly desiring to remove the differences aroused by reason of the separation of Panama and wishing to make reparation to Colombia for the moral and material losses suffered by her, has instructed me to offer a sum offifteen millions of dollars in full settlement of all claims and differences now pending between the Government of Colombia and the Government of the United States, and between the Government of Colombia and the Government of the Republic of Panama.
In the hope that this offer will prove acceptable to your Excellency’s Government, I avail myself of this occasion, etc.”
