MEMORANDUM.
On this day (Monday, May 26, 1913) the French Ambassador called and said that he had communicated with his Government in regard to the Mexican loan, and had received assurance that the loan was purely a private matter in which the French Government had no interest whatever, and that the loan was made by those who were engaged in the matter at their own risk. He also suggested that, from his information, it was not entirely in the hands of citizens of France, but that some other countries were interested, the United States being named specifically.
