My dear Mr. President

I am in receipt of your letter enclosing the request of Señor Cuadra, Minister of Finance of Nicaragua, who is visiting this country as Fiscal Agent, for the purpose of arranging a Nicaraguan loan with American bankers. I have talked with Mr. Cuadra and the retiring Minister –– a new Minister is awaiting presentation to you –– and I think it might be well for you to have a conversation with him in order that you may understand more fully the situation in Nicaragua.
I write, therefore, to ask whether it is consistent with your wishes and your engagements to fix a date for an interview with him.1 After you have heard from him we can discuss the subject.
I am inclined to think that the purchase of the Canal option might give sufficient encouragement to the bankers to loan without the conditions which were, at their request, put into the other treaty in regard to a loan. I send you a copy of the treaty now before the Senate. Senator Bacon tells me that the Democrats are nearly unanimous in opposing this treaty because they think it provides for an interference on our part in Nicaraguan affairs. They seem disinclined to endorse that principle for fear it may be regarded as precedent.
