Trenton, New Jersey,

Joseph P. Tumulty.
The sStatement that I agreed would be made was substantially as follows: That Mr. Jno Purroy¹ Mitchell² has accepted appointment at the President’s request and that he has at no time been a candidate for the office. Mr. Mitchell feels himself to be under obligations to conclude certain important matters now before Committee’s of the Board of Estimate and Apportionment of the City of New York, of which he is Chairman, notably the organization of terminal facilities on the West Side of Manhattan Island and the organization of railroad and marine terminal facilities in South Brooklyn and is reluctant to surrender his present office while these remain unfinished. The President, recognizing the importantce of these public works, has consented matters is willing that Mr. Mitchell’s assumption of office as collector be if confirmed shall be postponed until June first to permit him to complete his part in these matters. The President while reluctant to withdraw Mr. Mitchell from the city’s service to which he has been elected, does not consider Mr. Mitchell’s acceptance of the collectorship to be incompatible with his continued endeavor to promote efficient government in the city of New York.
