Dear Mr. President:-

I am enclosing you three letters concerning the Mexico situation. One from Mr. Krunschnitt, President of the Board of the Southern Pacific, one from Mr. James Speyer and one from Mr. Ludlow, whose opinion I value as he has lived in Mexico for the past ten or fifteen years.

The situation has about reached a point where it seems advisable for you to take a hand.
