Senate passed the Webb bill at 12:45 tonight, the vote being 35 to 2, one Democrat and one Republican voting against it. Amended by permitting unlimited leaseholds of three years. The nearly unanimous vote shows Governor back of bill. The Democrats having tried to delay action and amend the bill voted for it when they found they could not change it. The House is quite sure to follow the Senate. I have decided to leave tomorrow afternoon unless something occurs tomorrow to change my plans. To remain here, after the Senate has taken the action it has, would in my judgment do no good and might irritate. Will arrange with both senators to keep me informed along the way, and I will wire you any suggestions which may seem necessary to fit the situation as it develops. I will go by the Southern Pacific, reaching Los Angeles Sunday morning; Tucson Sunday evening; El Paso Monday at noon; Chicago Wednesday morning, and Washington Thursday morning. I think I can be of more service to you in Washington during the time when the bill is in the hands of the Governor than I could out here.
