My dear Mr. President–I am sorry that you haven’t taken the opportunity offered by the California Land Bill to knock in the head the silly idea that the Police Powers of the States comprise an independent limitation on the Treaty Power of the United States, or for that matter, any other power of the United States. That notion, besides making a solecism of Article II par. 2 of the Constitution, exposes our national good faith to a material danger.
