My dear Mr. President,
I have been much delayed in submitting the results of the questionnaire prepared by Prof. E. W. Kemmerer and myself and sent to several economists of some note in matters of banking reform. I enclose the digest I have made, together with the letters received in reply.

PS I am preparing a new questionnaire to be based on more accurate knowledge of what the Committee on Currency and Banking propose to put before Congress.
