Subject: Message sent by Homing Pigeon.

In compliance with request of the Chief Signal Officer of September 24th, there is enclosed herewith original and duplicate of message transmitted by Mayor J. F. Hylan of City of New York to President Wilson by way of Governor’s Island Homing Pigeon Loft. This is the only message that was sent on this date.

Three minutes was consumed in transmitting the message from City Hall Park to Governor’s Island Pigeon Loft.
