Dear Governor:
Since I dictated this letter last night, I found this article by Herbert Bailey, published in the New York Times, which emphasizes the necessity for “re-creating enthusiasm for the war against Germany.” Mr. Bailey says “that it is essential that the proletariate should know why it is absolutely necessary to fight to a finish; they should receive clear and definite proof that the Allies have no imperialistic aims, or what the Russians consider,--nationalistic aims.”
