My dear Mr. President

I enclose a copy of a very confidential telegram received yesterday, but which has only just been decoded owing to many inaccuracies. I have not as yet sent a copy to the Navy Department as I suppose it should be paraphrased. It happens to be in the Special Green cipher. I shall get it in Mr. Daniels' hands tomorrow.
