My dear Mr. President

Regarding Mr. Edison's smoke producing shell, I have received the hearty co-operation of the Navy Department and they have submitted the attached report.

They are endeavoring to perfect the shell and expect to make rapid progress. They will make an additional report on Thursday next, when we expect to have Mr. Edison, Mr. Saunders, and several other experts here to confer on this matter, and I am in hopes that they will be able to produce an effective smoke producing shell.
