Extracts of letter from Norman Hapgood, July 28, 1917.

"I have just come back from an interesting trip in Lorraine. It is only the governing class here that keeps the people in the war, and it is no easy job to keep up the army morale. The French soldier is a great soldier, but he hates this war. It has lasted too long for him. Also he has figured out that France will not have men enough after the war to get on her feet.

Unless the dictatorship works surprisingly well in Russia next year's fighting will have to be mostly by the British supplemented by the Americans. But the British hang on.."
