Dear Governor

I am sending you a copy of a cable which Lord Northcliffe has received and enclosed to me. He adds in his letter:- "The enclosed addendum to the submarine report has reached me. The situation is an annoying and anxious one. This memorandum does not agree with the optimistic speech to which I referred".

The speech to which he refers is the one recently made by Lloyd George.
