Dear Governor

I have just received the enclosed cable from Sir William Wiseman. It is a message which they evidently do not care to send through their Embassy and yet they wish your views regarding the questions asked.

It seems a little inconsistent to want us to deny the French the right to recruit from the Poles and yet give them the right to recruit from our own citizens. My feeling is that we should have a Polish division in our own army as the American Poles desire. It would undoubtedly have a profound influence on the Poles in both the German and Austrian armies.

In a message received from Sir William yesterday he tells me that he has persuaded his government that it is necessary to keep you fully informed regarding what is going on in the Allied countries and armies. He has worked out a plan for this which I think will be satisfactory.
