My dear Mr. President

Replying to your letter of July 25, 1917, regarding the deepening of the Hell Gate Channel, I have to-day addressed a letter to the Secretary of War, to the Chairman of the Senate Committee on Commerce, and to the Chairmen of the House Committee on Rivers and Harbors, urging that the deepening of the Hell Gate Channel should include also widening and straightening so as to make a commodious channel.

My original recommendation was to deepen, widen and straighten the channel through Hell Gate to Long Island Sound to a depth of thirty-five feet and eventually to forty feet, with a channel adapted to use of vessels up to 1,000 feet in length. In my letters above-mentioned I have repeated this recommendation.
