My dear Mr. PresidentWoodrow Wilson
As to the purchase of coal properties, I do not think you will have to ask Congress for leave. You can buy them outright, as you would buy any other piece of land for army purposes, or you can buy them, agreeing to pay so much royalty up to the amount of the purchase price.
