TELEGRAM COPY AM LEGATION,PEKING (CHINA)Your telegram of August 3, 2 a.

M. You are instructed to be guided by the policy of this government as expressed in its note of June 4 to China, but if war is declared express satisfaction of this government in the support thus given to its course. The Department is amazed by your statement that of the attitude of the French Minister and is satisfied that it does not reflect that of his government. Nevertheless the Department does not deem it advisable at the moment for you to participate in conferences of allied ministers concerning war matters. However, should any matter arise in which they and you deem concurrent action by this government desirable you may request instructions.ACTINGETW/MMC
