My dear Mr. President

This important despatch came in From Peking this afternoon. I send it over with the answers attached. In view of the urgency, I thought something should be done at once and I felt that we were being conservative. You will notice that no reference is made to the loan from the Japanese referred to in the telegram from Reinsch.
