THE FOLLOWING RESOLUTIONS ARE SUBMITTED TOTHE PRESIDENT AS RECOMMENDATIONS OF THE "EXPORTS COUNCIL"AT ITS MEETING ON July 27, 1917.

RESOLVED, that whereas information as to the production, consumption and needs of the northern neutrals has not yet been received, the Exports Council recommends to the President that all applications for licenses with regard to bunkers on ships destined to those countries should be referred for instructions to the Exports Council, thus enabling the acquisition of such information.

RESOLVED, that the Exports Council hereby recommends to the President that applications for licenses for shipments of coal to South American countries be reviewed by the Exports Administrative Board, and that where quantities seem excessive they be investigated and whenever the Board deems it advisable reported to the Exports Council for instructions.THE FOLLOWING RESOLUTION IS SUBMITTED TO THE PRESIDENT AS A RECOMMENDATION OF THE "EXPORTS COUNCIL" MADE AT ITS MEETINGON JULY 25th, 1917."Resolved: That the Exports Council recommend to the President as an interpretation of the general term "Explosives" in his proclamation of July 9th, 1917, the following list of chemicals as coming within the meaning of that term;EtherAlcoholSulphur, Sulphuric Acid and its saltsAcetoneNitric Acid and its saltsDerivatives of BenzolPhenol (Carbolic Acid) and its derivativesDerivatives of ToluolMercury and its saltsAmmonia and its saltsGlycerinePotash and its saltsAll CyanidesTHE FOLLOWING RESOLUTION IS SUBMITTED TO THE PRESIDENT AS A RECOMMENDATION OF THE "EXPORTS COUNCIL" MADE AT ITS MEETINGON JULY 19th, 1917."The Council recommends to the President that any composite food or feed may be classified according to one ingredient when that ingredient is included under the embargo or proclamation of July 19th, 1917.

As an illustration, condensed milk would be included as containing fats."
