I am in receipt of your personal note of the first and the accompanying memorandum of Executive Clerk Rudolph Forster in regard to the complaint of Wm. Bayard Hale of New York City.
I am having his charges thoroughly investigated and have directed the Chief of my Bureau of Investigation to proceed to New York and confer with Mr. Hale and his stenographer. I shall spare no effort to get at the bottom of this.
I am reasonably satisfied that no representative of the Department of Justice has been conducting himself improperly in this connection. So far as the Bureau of Investigation of this Department is concerned, I do not think it has had Mr. Hale under observation or made any special investigation of him, though it has received certain information which indicates that it might be worth while to look into his activities. I am informed that the authorities of the State of New York have been rather vigorously investigating him, and it is possible that one of the State representatives may have committed the acts of which Mr. Hale complains.
