Text

(CONFIDENTIAL)

Dear Mr. President

The inclosed highly secret dispatches are apparently the beginning of a series which are to be conducted between the Chief of the British Secret Service and the Chief of our Intelligence Division. They are, of course, highly confidential and very interesting. No doubt others have come since these arrived and, if you desire, I will have them sent to you, since they seem to be brief and to the point.

Respectfully,
Newton D. Baker

The President
