Dear Governor

I hope you will think well to give the United Press the new expose which has just come through. They have a much better service to South America than the Associated Press, and also serve as many papers in the United States. The revelations are of such a character that every paper will carry them. I mention this merely because the A. P. were given the Zimmermann note and several other coups, although they have never been over friendly to your Administration.Wiseman should arrive with the proofs on Wednesday or Thursday of next week.

And this reminds me that in one of Cecil's cables he said: "It would be hard to overestimate the value of Wiseman's services".

I understand that General Scott will retire this month and that General Sharp, Quartermaster General, will also retire soon. The importance of filling these two places with the best possible material cannot be overestimated. If a scandal comes in the Army, it always develops in the Quartermaster's Department, and I have been told that there were indications of the present organization breaking down in certain directions. It is an enormous undertaking and calls for the best people the country affords.

Have you made up your mind regarding what answer you will make to Cecil concerning the Zionist Movement? It seems to me that there are many dangers lurking in it, and if I were the British I would be chary about going too definitely into that question.
