My dear Mr. Secretary
Woodrow Wilson
Hon. Josephus Daniels,
Secretary of the Navy.
Undoubtedly House ought to have a naval advisor as well as a military advisor when he takes part in the proposed new council, but as I read the constitution of the new body as proposed it makes no provision for naval advisors. Am I not right about that?
