Sir:
My attention has been invited to the fact that at present there are no adequate regulations controlling the departure of all aliens from the United States during the war. It is the opinion of the Navy Department that it is essential that proper regulations with this end in view should immediately be put into effect.

It also seems wise to the Navy Department that all aliens desiring to depart from the United States should undergo a preliminary examination several weeks in advance of their proposed departure to determine whether they are proper persons to be allowed to leave.

I, therefore, have the honor to suggest that after consultation with the Departments interested, such regulations be drawn up, subject to the approval of the President. I am informed that the Bureau of Citizenship of the Department of State has already drafted a set of proposed regulations on this subject, but it appears necessary that before these are put into effect the other Departments interested should be consulted in regard to them.(Original signed by Sec'y of the Navy)
