Before this country became involved in the war, I was strongly in favor of the principle of universal military training and service.

My observation of the young men who have already taken their military training since the United States entered the war, convinces me that the principle is one which has great merit.

For developing in our young men strong character, in broadening their vision, in developing their judgment, in quickening their perceptions, in arousing their enthusiasm for, and loyalty to their country, the military training they receive should be one of the best influences in their lives. It gives them maturity, force, a poise which is invaluable, and adds greatly to their efficiency as men and as citizens.

I am strongly in favor of universal military training conducted under the proper conditions, and I hope this beneficial principle may meet with general support and be enacted into law.
