I found upon discussing with the War Department your interesting suggestions about aircraft that the idea had been constantly before the Signal Corps and the Aircraft Board for a number of months. It is the judgment of my military advisers (and I am sure you will easily surmise the grounds of the judgment) that nothing should be said in public on this subject at the present time. I think I can assure you that the people at the War Department are as sincerely appreciative of your interest in this matter as I am.
