GEORGE CREEL, CHAIRMAN.

My dear Mr. President

During the debate about the casualty lists, the General Staff insisted that it had the conclusive proof that Germany was in direct and secret communication with the United States, that Berlin could receive such information inside of two days, and that any relaxation of censorship might mean the death of thousands. It was a charge on which I did not like to rest, and I demanded the truth proof of this secret communication. I enclose you the evidence submitted. What is meant of course, is the regular news that we send to England and which we are glad indeed to get into Germany.
I write this letter merely to make the record quite clear.
