My dear Mr. Secretary

Replying to your letter of November 5th, you are no doubt right in thinking that the time is at hand when thoughtful men representing the YMCA and the Red Cross could very well go to do very useful work in Siberia, but I am afraid we must still wait upon our pending settlement with Japan before going forward with that part of the business.
