October 27, 1918.

Translation of message received by Navy radio in German from Nauen, dated Berne, and addressed Swiss Legation, WashingtonBerne, No. 11804."On request of the German Government we beg you to deliver to the American Government the following note:"The German Government has taken notice of the answer of the President of the United States. The President is aware of the far-reaching changes that have been and are being accomplished in the German constitutional life. The peace negotiations will be conducted by a popular government in whose hands the decisive powers rest in fact and under the constitution. The military forces are also placed under it. The German Government is now looking forward to the proposals for an armistice that will lead to a peace of justice as the President has characterized it in his declaration.
