My dear Mr. President

Some time since you sent me a memorandum from Colonel House, concerning the building of freight ships of the submarine type. I turned the memorandum over to General Goethals, who I understand has taken or will take up the suggestion with Colonel House himself.
We have already had some discussion of this type of vessel with Simon Lake, and have since had elaborate designs submitted by him. I trust that something will come of it.Chairman.The President,The White House.
