Dear Governor

It is very discouraging to find a spirit of indifference abroad with reference to the attitude of the general mass of people toward the war. Their “righteous wrath” seems not to have been aroused, and the thought has occurred to me that if it is possible, Brand Whitlock should be brought to this country to relate to the people just what has happened in Belgium, and to show the character of the beasts we are fighting. A speech by Mr. Whitlock about German outrages in Belgium would help the people to visualize just what poor Belgium has suffered and what our own people might suffer if German autocracy should triumph.
This is just a suggestion that I pass on to you for your consideration.The President.
