My dear Mr. President

I appreciate your note of the 11th inst. You express the hope that the Army Bill may be pressed to a speedy passage. It is my disposition to urge it in the Senate, but the Conference Report must first be considered by the House of Representatives. This report is being taken up there today, and I hope it will be adopted. I assure you that when it comes over to us from the House it will be urged with all possible energy in the Senate, though quite a number intend to oppose it because the volunteer feature has been left out. May I suggest that you get some of our Democratic friends to give me all possible assistance in the Senate?
